Sergey A. Karaganov
Dean, Faculty of World Economy and International Affairs, National Research University Higher School of Economics, Moscow; and Honorary Chairman, Russian Council on Foreign and Defense Policy

Sergey Karaganov is dean of the World Economy and International Affairs faculty at the National Research University Higher School of Economics in Moscow. He is also honorary chairman of the presidium of the Council of Foreign and Defense Policy, a Moscow-based nongovernmental association founded in 1992. 

Mr. Karaganov is a member of the Academic Council of the Russian Ministry of Foreign Affairs, and the Academic and Advisory Council of the Russian Security Council. He is also a member of the Russian Presidential Council for the Development of Civil Society and Human Rights, and previously served as a member of the Presidential Council of the Russian Federation in the 1990s. In 2014, he was appointed to the Panel of Eminent Persons on European Security as a Common Project under the auspices of the Organization of Security and Cooperation in Europe. 

Mr. Karaganov’s scholarly interests focus on international political economy and Russian foreign and security policy. He has published widely in these fields, authoring and editing more than 25 books and around 500 articles.
